Summary of West Virginia Graduated Licensing Law

West Virginia has a three stage licensing process for minors.
  1. Instruction Permit (at least age 15) We recommend our Driver Ed in a Box® to use during the Learner stage. Shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Intermediate License (ages 16 - 17)
  3. Class E License (at least 17)
Teens want to know how to stay out of collisions!
Today’s teens do not just want their license; they want to be good collision-free drivers. They know the risks. Virtually all have friends who got a license and were involved in a collision in the first four weeks. Most teens have lost classmates due to fatal collisions.
Driver Ed in a Box® Certificate of Completion!
Choose Interactive CD-Rom Version or Text Version.
Teens want to know "why" the things you ask them to do will work. When you complete the full course you get a Certificate of Completion. Take this to your insurance agent. It varies state by state and by insurance company, but you may receive an insurance discount.
Using the full course your teen will learn why each step is important while learning the collision-free HABITS that make you a better driver. The full course also includes a section on Social & Consumer Issues. This includes how alcohol and drugs as well as emotions and attitude affect driving performance. Also covered are vehicle ownership (buying, leasing, insuring, and maintaining).

Requirements
Knowledge test.

Application signed by both parents, surviving parent, single parent having custody or legal guardian.

Current school enrollment form.

Restrictions for Level I
Licensed driver 21 or over in front seat.

May only drive between 5:00 am & 11:00 pm.

Safety belts in accordance with state law.

Zero alcohol tolerance

Requirements
Road skills test.

Held Permit minimum 6 months.

Clear record for previous 6 months.

30 hour supervised practice certification form completed and certified by parent/legal guardian or Driver Education Card.

Application signed by both parents, surviving parent, single parent having custody or legal guardian.

Current school enrollment form.

Restrictions for Level II
May drive without supervising adult between 5:00 am and 11:00 pm.

Licensed driver 21 or over in front seat between 11:00 pm and 5:00 am.

Safety belts in accordance with state law.

Maximum 3 passengers under 19 (family members exempt).

Zero alcohol tolerance.

Requirements
Held Intermediate License minimum 1 year.

Clear record for previous 1 year (excludes headlamp violation and improper backing violation).

Under 18, application signed by both parents.

Current school enrollment form.

Restrictions for Level III
Zero alcohol tolerance.

All occupants must use safety belts in accordance with state law.
