Summary of New York Graduated Licensing Law

New York has a three stage licensing process for minors.
  1. Learner’s License (at least age 16) We recommend our Driver Ed in a Box® to use during the Learner stage. Shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Junior Operator Class D (ages 16 - 17)
  3. Operator Class D (age 18, or age 17 with approved driver education)
Teens want to know how to stay out of collisions!
Today’s teens do not just want their license; they want to be good collision-free drivers. They know the risks. Virtually all have friends who got a license and were involved in a collision in the first four weeks. Most teens have lost classmates due to fatal collisions.
Driver Ed in a Box® Certificate of Completion!

Our product now includes both the Interactive CD-Rom Version and the Textbook Version for one low price.  You may use either version to complete the course at your own pace.

Teens want to know "why" the things you ask them to do will work. When you complete the full course you get a Certificate of Completion. Take this to your insurance agent. It varies state by state and by insurance company, but you may receive an insurance discount.
Using the full course your teen will learn why each step is important while learning the collision-free HABITS that make you a better driver. The full course also includes a section on Social & Consumer Issues. This includes how alcohol and drugs as well as emotions and attitude affect driving performance. Also covered are vehicle ownership (buying, leasing, insuring, and maintaining).

Restrictions for all learner permit holders regardless of age.
You May Not Drive:

  • Unless accompanied licensed driver at least 18 years old.
  • In DMV road test area
  • On any street within a park in the five boroughs of New York City, or any bridge or tunnel under the jurisdiction of the Triborough Bridge and Tunnel Authority.
  • On the Cross County, Hutchinson River, Saw Mill River, or Taconic State Parkways in Westchester County.

Other Regional Restrictions may apply to Permit holders under age 18.

Restrictions
5 boroughs of New York City, may drive between hours of 5 a.m. and 9 p.m. only when operating a vehicle that is equipped with dual controls (instructor's brake), & accompanied by a driver education teacher or driving school instructor. May not drive between 9 p.m. and 5 a.m. under any circumstances.

Nassau & Suffolk Counties, may drive between 5 a.m. and 9 p.m. only accompanied by properly licensed parent, guardian, driver education teacher or driving school instructor. May not drive between 9 p.m. and 5 a.m. under any circumstances.

Upstate (in all other counties), may drive between 5 a.m. and 9 p.m. only accompanied by a properly licensed driver age 18 or older. From 9 p.m. to 5 a.m., must be accompanied by properly licensed parent or guardian, driver education teacher or driving school instructor.

Junior Operator Class D automatically changed to Operator Class D at age 18.

May apply for change to Operator Class D when 17 years of age AND have held an Intermediate License for at least 6 months,
AND
has verification form provided by DPS, signed by parent or legal guardian or certified driving instructor verifying that the applicant has COMPLETED a minimum of 30 hours BTW practice
OR
submit form verifying applicant had COMPLETED SDE approved Driver Education course.
