Summary of North Carolina Graduated Licensing Law

North Carolina has a three stage licensing process for minors.
  1. Limited Learner Permit (To apply teen must be at least age 15 and have completed an approved local driving school, parent taught driver ed is not an approved option) We recommend you use Driver Ed in a Box. as a supplement, in addition to your approved driving school, for guidance during the 12 months required for the Learner stage. It shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Limited Provisional License (ages 16 - 17)
  3. Full Provisional License (age 17 if has had Limited Provisional License at least 6 months).
Teens want to know how to stay out of collisions!
Today’s teens do not just want their license; they want to be good collision-free drivers. They know the risks. Virtually all have friends who got a license and were involved in a collision in the first four weeks. Most teens have lost classmates due to fatal collisions.
Driver Ed in a Box® Certificate of Completion!
Choose Interactive CD-Rom Version or Text Version.
Teens want to know "why" the things you ask them to do will work. When you complete the full course you get a Certificate of Completion. Take this to your insurance agent. It varies state by state and by insurance company, but you may receive an insurance discount.
Using the full course your teen will learn why each step is important while learning the collision-free HABITS that make you a better driver. The full course also includes a section on Social & Consumer Issues. This includes how alcohol and drugs as well as emotions and attitude affect driving performance. Also covered are vehicle ownership (buying, leasing, insuring, and maintaining).

Limited Learner Permit Limited Provisional License Full Provisional License
Age 15 Age 16 - 17 Age 17

Requirements
Must have completed approved driver education course and present a Driving Eligibility Certificate, a high school diploma or its equivalent.

Must pass written, signs and vision tests.

Restrictions
All passengers restrained by seatbelt or child safety seat.

Only driver and supervising driver allowed in front seat.

First six months
May drive between 5 a.m. & 9 p.m. accompanied by supervising driver.

After 6 months
May drive anytime with supervising driver.

Requirements
Must keep Limited Learner Permit for minimum 12 months with no convictions of moving violations or seat belt infractions within preceding six months.

Restrictions
All passengers restrained by seat belt or child safety seat.

Drive without supervision from 5 a.m. until 9 p.m. & any time driving directly to or from work or any volunteer fire, rescue or EMS if member.

All other times supervising driver in front passenger seat.

Requirements
Must keep Limited Provisional License for minimum 6 months with no convictions of moving violations or seat belt infractions within the preceding six months.
