Summary of California Graduated Licensing Law

California has a three stage licensing process for minors.

  1. Provisional Permit (at least age 15-1/2). We recommend our Driver Ed in a Box® Complete Course (Interactive CD-ROM or Textbook Version).  It shows the parent how to teach collision-free driving habits and provides unique teaching tools (mirrors, checklists, videos, audio instruction series, etc.).
  2. Provisional License (ages 16 - 17) - restrictions apply.
  3. Provisional restrictions expire.

Obtain your California DMV Driver Education Certificate

When you order (or register) your Driver Ed in a Box® complete course, you are automatically enrolled in California Extension Corporation, a private correspondence school. After you complete the classroom phase, you can receive your California DMV Driver Education Certificate from the California Extension Corporation. You can then obtain your permit (minimum age 15 1/2). 

Once you have your permit and have enrolled in a commercial driving school for your 6 hours behind-the-wheel driver training phase, you can use the behind-the-wheel phase of Driver Ed in a Box® for the 50 hours supervised practice.

Today’s teens do not just want their license; they want to be good collision-free drivers. They know the risks. Virtually all have friends who got a license and were involved in a collision in the first four weeks. Most teens have lost classmates due to fatal collisions.
Driver Ed in a Box® Certificate of Completion!

Our product now includes both the Interactive CD-Rom Version and the Textbook Version for one low price.  You may use either version to complete the course at your own pace.

Teens want to know "why" the things you ask them to do will work. When you complete the full course you get a Certificate of Completion. Take this to your insurance agent. It varies state by state and by insurance company, but you may receive an insurance discount.
Using the full course your teen will learn why each step is important while learning the collision-free HABITS that make you a better driver. The full course also includes a section on Social & Consumer Issues. This includes how alcohol and drugs as well as emotions and attitude affect driving performance. Also covered are vehicle ownership (buying, leasing, insuring, and maintaining).

  • Be at least 15-1/2, but under 18 years of age
  • Visit a DMV office (by appointment for faster service)
  • Complete original application form DL 44 (no copies accepted)
  • Have your parents’ or guardians’ signatures on the application form DL 44
  • Give a thumb print
  • Have your picture taken
  • Provide your social security number
  • Verify your birth date and legal presence
  • Submit the proper form(s) for Driver Education and/or Driver Training (see below for details)
  • Pay the $26 application fee (This fee entitles you to three exams of any type within the 12-month period and pays for both the instruction permit and the driver license. If all requirements are not met within the 12-month period, the application becomes void and all steps must be completed again.)
  • Pass a vision exam
  • Pass a traffic laws and sign test.

Driver Education and Driver Training Form Requirements must be submitted. It is illegal for you to drive alone at any time. A parent, guardian, spouse or adult 25 years of age or older, who has a valid California driver license, must be with you when you drive. They must sit in a position that allows them to take control of the vehicle, if necessary.

Before being eligible to take your driving test you must:

  • Be 16 years old
  • Have possessed your permit for a minimum of six months
  • Have completed driver education
  • Have completed 6 hours of professional driver training
  • Have completed 50 hours of practice with an adult 25 years or older. The adult must have a valid California driver license and certify to the 50 hours of practice. At least 10 of the 50 hours must have been done at night.

You will also need to show proof of registration and insurance for the vehicle you will be taking your drive test in.

During the first year that a minor has a license, driving is not permitted between 11 p.m. and 5 a.m. unless accompanied by a 25 year old licensed driver.

During the first year that a minor has a license, no passenger permitted under age 20 unless accompanied by a 25 year old licensed driver.

When you become 18, the provisional part of your license ends. You may continue to drive as an adult using your photo license, which will expire on your 4th birthday after the date you applied.
